Deciphering PMLN’s 2024 Manifesto

सामने ख़बदीना आज रात welcome back to another episode of दिल की बात. दिल की बातें तो आजकल कम हो रही हैं. आजकल हम बात कर रहे हैं manifestos की क्योंकि elections आ रही हैं और मैंने आपसे promise किया था कि मैं Saturday को PMLN के manifesto को review करूंगा but unfortunately I was travelling and then I thought कि यार मैं weekends off लूंगा. I'm gonna do this series but Monday to Friday only and so I took the weekend off and now I'm back on this Monday with the review of the PML and इस document को पढ़ने के बाद मुझे क्या समझ आती है? मुझे यह समझ आती है कि this is most likely what's going to happen in Pakistan क्योंकि हमें नज़र यही आ रहा है कि PMLN is going to make government one way or the other. दूसरा a lot of this document seems to be borrowing from whatever we've seen over the last six months जो इस वक्त हमारी k tiger government थी जो कि हमें पता है कि k tiger government did not just come in for elections. वह एक एक पूरा system था I don't want to get into the politics of it but what we do know is that there is a power center in Pakistan that has shaken the system that believes के जो Pakistan जिस direction में जा रहा था वह सही नहीं है. हमें उसको radically reimagine करना है and they came in and they have been redesigning Pakistan. So उसमें SIFC भी बनी, उसमें agriculture पर focus आया, उसमें mining हुई. Again trying to when you when you disconnect the politics out of it, तो you're able to at least humanize and rationalize a lot of what's happening. आप agree करें या disagree करें? Objectively उसको समझना ज़रूरी है कि जो लोग हैं वह किस सोच से आए हैं और क्या करना चाह रहे हैं और उसमें फिर क्या opportunity और challenges हम निकाल सकते हैं तो तो हमें यह नज़र आया कि एक एक एक certain set of people और अब mindset came in and they said कि you know whatever is happening we don't agree with it and we believe कि Pakistan का future और हमारा जो solution है वह you know x y z direction में है. तो वह जो solution उन्होंने बताया था वह काफी हद तक वही solution इधर echo होता हुआ नज़र आए. So this policy document actually is a representation of the other side. जो हम कहते हैं ना कि Pakistan में एक एक side थी जिस side को disrupt किया गया for an other side जो यह believe करती है. बाकी तो सारा का सारा it's just politics it's just faces कि यार वह यह face आ गया वह face आ गया but सोच क्या दो सोच हैं exist करती हैं Pakistan में? People's party like I said I didn't when I when I went through that manifesto it was interesting but they didn't have that depth largely because I feel like they weren't even buying for it. They're just वह एक एक another node in the system है but system का जो thought process है वह यह है और जो system के opposing thought process है वह आपको PTI के manifesto में मिलता है. थोड़ा सा summarize में कर दूं तो it's an interesting manifesto with a lot of detail. Again disconnect होकर political उससे association से disconnect होकर इसको जब आप पढ़ेंगे तो आपको इसमें material बहुत ज़्यादा मिलेगा. आपको सोच बहुत ज़्यादा मिलेगी और काफी हद तक नज़र आ जाएगा कि अच्छा exactly यह क्या करने लगे हैं अगले आने वाले एक दो सालों के अंदर और फिर उसके बाद आप उसका analysis कर सकते हैं उसका एक मुतालिया करने के बाद कि यार यह जो policy decisions हैं क्या यह successful होंगे? क्या यह successful नहीं होंगे? क्या इसके repercussions हो सकते हैं? कल वाली जो मेरी video है उसके ऊपर मैं थोड़ा सा I will wear the hat of a नुजूमी and मैं उसके ऊपर थोड़ा सा politics के ऊपर भी तब्सरा आपको दूंगा और मैं मेरा जो understanding है of what might happen over the next two years based on the policy indicators that we find in this manifesto वह मैं उस वाली में दूंगा. आज मैं उसके बारे में ज़्यादा detail में बात नहीं करूंगा क्योंकि वह फिर बहुत ज़्यादा लंबी हो जाएगी. But anyways let's start. So the manifesto starts with you know PMLN's commitment to the poor inclusive growth just like the peoples party. उस पर वह उन्होंने basically बड़े बड़े promises किए हैं. जो यह stock जो पहला page है उसके अंदर बड़े promises हैं. It doesn't talk about how they're gonna do it. Most of these promises are unrealistic but I'll say them nonetheless. यह कहने जी by the end of 2025 हम 4% GDP growth पर होंगे by 2026. हम 5% GDP growth पर होंगे और 27 और 28 और 20 '9 में हम 6% of GDP growth पर होंगे. Completely unrealistic, disconnected from whatever World Bank, IMF and every other major projection जो different organizations हैं जो project करती हैं Pakistan की growth वह बहुत different tenure पर हैं but maybe these guys know something that the rest of the world doesn't. Agriculture sector 5% growth by the end of twenty nineteen. 2029 industrial sector 7% growth और बाकी four to 6% की range में. अच्छा नहीं और हम inflation को four to 6% की range में ले आऐंगे which is going to provide a huge relief to entrepreneurs and so on. अच्छा जी, दो हज़ार dollar per annum cap per capita income हम कर देंगे by the end of 2029. Currently यह 1,400 पर है. Fiscal deficit को हम massively reduce करेंगे. Tax to GDP ratio को 10% से 13.5% पर ले जाएंगे और state owned enterprises को हम privatize कर देंगे. जैसा कि मैंने आपको बताया था कि PMLN is is purely capitalist. वह कहते हैं जी government संबंध का कोई काम नहीं है. तो हर चीज़ को privatize करो जो कि इतनी बुरी thought नहीं है. But different schools of thought है. तो यह नहीं है कि मतलब इसके काफी लोग negative वह निकाल देंगे बस जी बेच दो हर चीज़ को यह तो जो है ना अमीर आदमी को अमीर करने की कोशिश कर रहे हैं. वह ज़रूरी नहीं है. Again I think management जो है वह private sector के पास जाए that's good Fully बेचना considering कि PIA का जो अभी current इस वक्त जो government है वह बहुत actively PIA की privatization पर काम कर रही और उन्होंने किया यह है क्योंकि जितना भी PIA का debt है वह उन्होंने अलग कर दिया है वह हमारे सर पर ही है और जो profitable PIA है उसको वह बेच रहे हैं. तो sure one way उसका upside यह है कि यार आपको मज़ीद debt नहीं पड़ेगा लेकिन उसकी downside यह है कि यार जो loss है वह हमने acquire कर लिया और जो अच्छी चीज़ है वह हम आगे बेच रहे हैं. तो maybe public private partnership may have been more useful. But again इसके ऊपर argue हो सकता है if you have any thoughts let me know in the comment section below. फिर वह कह हैं जी current account deficit को हम less than 1.5% of the GDP के ऊपर ले आऐंगे. 7% growth in sectors in services sector beyond 2027 resulting from the spillover effect of the growth in the commodity producing sector. Inflation वह कह रहे हैं जी by the end of the 2025. Inflation single digit पर होगी और over four years हम इसको completely control करेंगे. Export oriented policies की वजह से हमारी जो exports होंगी वह $58,000,000,000 cross कर जाएंगी. Workers remittance जो है वह हमारी $40,000,000,000 cross कर जाएगी from the current 27.3 billions और हम जो है जी imports के ऊपर बहुत ज़्यादा taxes लगाएंगे ताकि unnecessary imports curtail हों और सिर्फ और सिर्फ जो है वह raw material और capital goods import हो सकें. World bank का जो poverty का outlook है वह कहता जी 39.5% is of poverty है. यह कहते हैं हम इसको less than 25 पर ले आऐंगे in next five years. फिर उसके बाद कह रहे जी हम 10,000,000 jobs बनाएंगे. CPAC का आपने कोई ज़िक्र नहीं किया. तो आप आप CPAC को own नहीं कर सकते. Nonetheless उसके बाद यह आते हैं PMLN वाले यह कह रहे हैं कि जी हम trade बढ़ाएंगे through exports उसके ऊपर अब उन्होंने काफी detail दी दी है. The way that they've structured their manifesto है इसके वह पहले अपनी दो हज़ार तेरह से अठारह की performance बताते हैं. फिर दो हज़ार बाइस से तेईस की performance बताते हैं और फिर वह promises की तरफ़ जाते हैं जिस पर देखकर pointers बने में देखकर ऐसे लगता है कि शायद वह जो standard tools of economics हैं कि हम taxes को कम ज़्यादा करके किस तरीके से change लेकर आऐंगे और हम जो है वह loans को target करके कि यार यह इस बंदे को loan दिया और उस बंदे को loan दिया और किसके लिए कितनी percentages हुई उस उन intervention से हम जो है वह economy को you know optimize करेंगे और अपने results generate करेंगे जो कि the last few times they have tried to do that चाहे वह dollar control करके हो, चाहे वह और तरीकों से हो तो they have miserably failed but and generally हम globally भी देखते हैं कि इस किस्म के interventions more often than not create inefficiencies rather than doing anything else. वह जो free market absolutists हैं वह तो इससे बिल्कुल ही disagree करेंगे क्योंकि यहां पर जो है ना वह जब government इस तरह से intervention करती है कि यार उस sector के साथ हम यूं करें? तो वह more often than not होता यह है कि वह बजाय इसके के सबसे optimized बंदे के पास पैसा जाए, opportunity जाए वह वह random जो लोग well connected होते हैं उनके पास जा रहा होता है. But then China does this and China has been pretty successful with what they have done. तो मैं इस इस manifesto को जब approach कर रहा हूं तो मैं इस thought से नहीं कर रहा कि party के लोग दोनों बने और मैंने सारे manifesto को इसी तरह side पर रख के किया. क्योंकि मैं समझना चाह रहा हूं कि वह अगर अच्छी नियत से कर रहे हैं जो भी कर रहे हैं जो वह claim कर रहे हैं तो उसका क्या outcome होगा और उसमें जब आप इस तरह से सोचते हैं जब आप actually disconnect करते हैं अपने आप को from the politics तो then you are able to talk about the policies themselves. Right? And फिर आप उसकी merits के ऊपर आते हैं कि वह जो policy है if it is implemented in the letter and spirit तो क्या उससे फ़ायदा होगा या नुकसान होगा? तो इसमें जो मुझे एक problem नज़र आ रही है continuously वह यह है कि बार बार उन्होंने यह कहा है कि loans हम इतना loan आसान कर देंगे हम SME के लिए loan आसान कर देंगे हम loan के जो interest है उसके ऊपर हम subsidy दे देंगे ताकि वह loans और लोग ले सकें. हर थोड़े area में जहां पर उनको statement नज़र आई तो वहां उन्होंने कहा कि यार जो area जो है वह weak है उसको बस हम loans दे देंगे. हालांकि मसले loan से बहुत ज़्यादा है but nonetheless एक loans का उन्होंने किया हुआ है एक tax tariff का कि जी हम imports के ऊपर tax लगा देंगे. हम जो है वह exports के ऊपर सारा tariff खत्म कर देंगे. मतलब basic interventions like this और वह उसी तरह control करना चाह रहे हैं economy को जो कि इन्होंने पिछले डेढ़ साल में भी किया कि जी imports आपकी गाड़ियां और यह और वह उसको आपने control किया. Market में बोला था कि सब ok है but actually पीछे से state bank को utilize करके आपने LCs नहीं खोली वह चीज़ नहीं की तो that regime I I feel like is going to continue. उसके बाद एक interesting चीज़ इन्होंने की जो कि आगे energy में detail में explain करते उन्होंने कहा कि जो cost of energy है वह चूंकि बहुत expensive है और उसका solution जो है वह अभी मिल नहीं रहा. तो इस वजह से हम focus करेंगे कि captive जो export industries हैं वह captive power लगा सकें. यानी कि वह अपने वह grid से बाहर अपनी ही बिजली बना लें सस्ती और वह उस बिजली को इस्तेमाल कर लें. उसके क्या repercussions होंगे वह मैं आगे energy में आपको बताता हूं. उसके बाद फिर उन्होंने कहा है कि जी हम prime minister office के अंदर हम एक national regulatory delivery office बनाएंगे जिसके अंदर जो है ना हम यह सारे जो पूरा structure है उसको हम one window operation के through deal कर सकते हैं. हम IT, Agri, business, tourism, pharmaceutical और electric vehicle sector के अंदर हम prioritize करेंगे reforms को. हम autonomous exploration and production unit बनाएंगे. जैसे बहुत trained individuals होंगे. जो कि petroleum और natural resources को Pakistan में ढूंढ के उनको extract कर सकते हैं. You know stuff like that standard के हम कोई committee बना देंगे या यह बना देंगे तो nothing radical over there. फिर यह कहते हैं जी agriculture के ऊपर detail में farmers prosperity through smart agriculture. इसमें again अगर मैं इसकी summary दे सकूं ना बहुत सारी चीज़ें इन्होंने एक चीज़ इन्होंने बहुत ज़्यादा की है कि बहुत ज़्यादा बस लिखा हुआ है. I don't know कि वह क्यों उन्होंने किया है page भरने के लिए किया है उसके पीछे actual thought थी. But anyways वह कह रहे हैं जी हम जो है वह tube wells को solarize करने के लिए हम subsidies provide करेंगे. हम farm to market connectivity करेंगे by setting up roads बनाएंगे हम ताकि farmers market से connect हो जाएं तो logistics हम यह अच्छा था. हम land records को digitize करेंगे उससे यह है कि ज़्यादा बेहतर management हो सकेगी पूरा आपके उसकी again majority subsidies you know tax, loan and infrastructure like यह चार चीज़ें ना largely majority of the reforms को इन चार चीज़ों में आप बंद कर सकते हैं कि हम कोई road बना देंगे, हम कोई loan दे देंगे सस्ता, हम tax कम कर देंगे, हम subsidy दे देंगे. उसके बाद फिर उन्होंने कहा है कि modern technology. अब यह मुझे समझ नहीं आती जब यह सारे manifesto में लिखा है ना incentivize this. कैसे करेंगे यार incentivize? मतलब यह तो खैर anyways एक चीज़ मुझे इनकी बड़ी interesting लगी PMLN के manifesto के अंदर कि इन्होंने ना tech driven this, tech driven that, AI driven this. वह इनका एक minister साहब यह हैं जो पहले Punjab में थे वह IT के तो उनको he has this elegant skill of of selling tech in this most beautiful way. तो वह बहुत ज़्यादा आपको इसके अंदर नज़र आती है. कुछ जगहों पर बहुत अच्छी है, बहुत useful है. वह नज़र आ रहा है कि अच्छा इसमें इनका क्या मतलब है? कुछ जगहों पर आपको नज़र आ रहा है कि it's a it's a great marketing tactic. तो इसमें भी यही है कि tech driven storage solutions. You don't need tech driven storage solutions in farming. At this point in time it is not market competitive to be going there और यह उन्होंने ना काफी जगहों पर के ऊपर ऐसी चीज़ें लिखी हैं जो कि completely market competitive है ही नहीं. जिसकी pricing ही नहीं है. मतलब आप यह कह रहे कि five g पर हम चले जाएंगे. Versus जी जो आपकी 12% की economy है. अच्छा जी IT के ऊपर इन्होंने बहुत बहुत बहुत extensive काम किया हुआ है और तकरीबन एक, दो, तीन pages लगाने में वाकई काफ़ी comprehensive plan है. So I have to give them credit for where it's due. अनुका जी हम telecom के laws को reform करेंगे. हम ministry of IT को change करके ministry of digital economy बना देंगे. जो कि सिर्फ़ और सिर्फ़ IT पर नहीं काम करेगी वह digitization of economy and digitization of government के ऊपर काम करेगी और जो कि एक fully autonomous digital agency होगी led by subject matter experts with the mandate to roll out digital public infrastructure, integrate all relevant data across public and private sector और इसी के अंदर उन्होंने यह भी किया हुआ कि sort of आपका जितना India में आधार card है, आधार number है या क्या नाम है UPI number है. तो उस तरह का हम एक unified उसको करके across all services हम roll out करेंगे. फिर वह कह रहे जी ease of doing business के अंदर हम जो है वह SIFC को इस्तेमाल करके और special technology zone को इस्तेमाल करके हम जो है वह एक one window operation बनाएंगे. हम जो telecom licenses हैं उसको यह reforms करेंगे. हम competition के rules को revise करेंगे. हम spectrum को reform करेंगे. यहां पर नज़र आ रहा है कि बहुत ज़्यादा experience driven policy framework है और और मतलब it's good like this this IT part was generally good. फिर वह growth focus and incentivizing regulatory compliance, bridging the digital divide. अच्छा इसमें एक एक मुझे सीधी बात लगी जो मैं early on आपको mention कर रहा था ना कि एक बड़ा सा नारा disconnected from ground. So bring LEO satellite internet service into Pakistan to provide low cost internet service for far flung mountainous areas of Pakistan. Low earth orbit satellites की बात हो रही है और यह basically starlink की बात हो रही है कि starlink को हम Pakistan में ले आऐंगे और जो अभी current IT minister साहब हैं जो कि पहले PMLN के साथ होते थे उन्होंने भी अभी पिछले दिनों को कहा कि जी हम starlink को ले आऐंगे और इसको उन्होंने sell किया हुआ है कि हम star link को ले आऐंगे to provide low cost internet service. The fact of the matter is low earth orbit internet is not going to be a low cost internet service. This doesn't make any sense. आप उसको कैसे provide करेंगे low cost पर? You know like it has to make sense. आप यह कह सकते हैं कि हम coverage बढ़ाने के लिए out of जहां पर coverage नहीं है वहां पर हम LEO satellites को access दे देंगे. Sure, उसमें वो कह रहे जी खवातीन और girls and women keep enhance करनी है हमने participation और inclusion तो हम यह कह रहे कि जी हम cell phone usage on their name मतलब खवातीन owned cell phone और खवातीन owned sims को हम 50% से 70% of the women पर लेकर जाएंगे. हम smartphone usage को 20% से 50% पर लेकर जाएंगे adult women में. हम usage of bank accounts को increase करेंगे 13% to 50% that's very good. This point is actually very very good. Financial inclusion of women का बाकी कहीं पर as such mention नहीं हुआ होगा and this good that they have focus here. Providing access to customized ICT education for specific skill development यह ख़ैर यह generally सारे पहले से करते आए हैं. But हां इन्होंने इसके ऊपर focus किया हुआ है क्योंकि PMLN का पिछला Digiscus का program था उसको यह बहुत ज़्यादा massively expand करना चाह रहे हैं. Cyber security क्या कह रहे हैं कि जी हम data protection laws लेकर आऐंगे as per international standards. हम freelancers के लिए एक पूरा ecosystem बनाएंगे. हम पांच million freelancers बनाएंगे अगले पांच साल के अंदर हम जो है वह रास्त को integrate करके instant payment service Pakistan की achieve करेंगे ताकि आपको Paypal वगैरह की ज़रूरत ना हो और एक low cost हो जाएगी international remittance की और हम चाह रहे हैं कि formal channels जो informal channels हैं उसका at least 25% हम जो है वह formal channels के ऊपर ले आए through this. फिर कह रहे हैं जी हम digital और financial literacy content को mainstream education curriculum में डालेंगे. हम Pakistan का tech fund बनाएंगे जो कि startups जो है ना जो Pakistan में हैं उनको fund करेगा. अच्छा मेरा personal इससे opinion मैं आगे एक पूरी episode करने वाला हूं. I believe Pakistan में startups नहीं boom करेंगे जिस तरह से बेचा जा रहा है and this I think is also a stupid idea जो कि again इस government में यह जो कहते कि government है इसमें यह announce हुआ और यह launch होने को जा रहा है. But government should not be investing in startups. यह again एक subsidy है. This is not an by the way government जो invest कर रही है startups में उसमें वह equity भी नहीं ले रही. वह बस free of cost funding दे रही है with with a national AI and blockchain council. So national AI और blockchain council बनाना चाहते हैं. फिर उसके बाद fintech bring large online payment platform companies to Pakistan. कैसे कैसे लाएंगे? पता नहीं. ऐसा पर targets हैं कि जी IT exports को $20,000,000,000 पर ले जाएंगे. Again same problem last time भी मैंने बोली थी. नहीं हो सकता, नहीं हो सकता $20,000,000,000 इतना बंदा नहीं है but चलो ठीक है अल्लाह करे हो जाए. Also weird because early on आपने आप अपना disconnect check करें. आपने early on बोला है कि आप exports को currently जो $35,000,000,000 है उसको उठाकर हम $58,000,000,000 पर लेकर जाएंगे. Right? So total जो growth है वह $23,000,000,000 की growth है और अठारह billion उसमें से अगर IT से आ रहा तो बाकी पूरे sector में कोई growth नहीं हो रही या बोला था. इन्होंने थोड़ा सा कम $20,000,000,000 पर ले आए but still unrealistic. Government to ensure sustainability of telecom and IT policy for the next five years. Establishment of five world class IT cities across Pakistan. Five world class IT cities वन जाएंगी अगले पांच साल के अंदर. With what money we don't know. अच्छा by the way this manifesto is very very development heavy like it's like यह हो जाएगा और यह हो जाएगा और यह हो जाएगा और यह हो जाएगा और core जो question है इस वक्त पाकिस्तानी economy का Pakistan का वह यह है कि आपके पास पैसे नहीं है. आपके पास ना dollar है ना आपके पास rupees है. मतलब government पैसे ना gather कर पाती है वह tax नहीं लगा पाती. यह कह रहे हैं हम 10% से 13% of GDP लेकर जाएंगे. मतलब हमको इतना massive radical amounts of tax reforms नहीं लेकर आ रहे कि पता नहीं सब बदल जाएगा. वह इन्होंने जो जो खाब दिए हैं ना कि हम पांच शहर बना देंगे. हम जो है वह पता नहीं किन किन जगहों के ऊपर क्या क्या infrastructure रोड़ें वगैरह बना देंगे. Very unrealistic. So there's a lot of this that you really have to filter out because you know that's not going to happen. Again जैसे अब इन्होंने पंद्रह बीस यहां पर different points दिए हुए हैं जो कि actual में कुछ भी नहीं है. मतलब वह ऐसे points हैं जो कि जो already हो रहा है ना जो कि focus area में होता है कि you know इसके बारे में सोचना चाहिए तो वह है कि हां इन तमाम चीज़ों के बारे में हम सोच रही हैं. Increase venture capital and private equity investments and make Pakistan the regional hub of IT entrepreneurship. कैसे करेंगे भाई? How will you increase venture capital and private equity? Like what? You have to provide a conducive environment and then hope that the investor will come in. You can't increase it but nonetheless more power to the poor. Continue subsidies for farmers and the economically disadvantage. Implement off grid solar and cluster based mini grid solutions in remote areas particularly for tube wells. Reduce electricity bill by 20 to 30%. Implement measures to rationalize tariff, reduce generation cost, eradicate circular debt and enhance infrastructure through smart metering. अच्छा जी इसकी again बहुत सारा है उसकी summary largely यह है कि हम बहुत सारे नए plants लगाएंगे particularly solar के अंदर solar में हम जो है जी चार हज़ार megawatt लगाएंगे छोटा छोटे गांव के इलाकों में छह हज़ार जो है वह हम fossil fuels को replace करेंगे और फिर इसके अलावा हम जो है वह और भी बहुत सारे पंद्रह हज़ार megawatt हम थकोल और hydro electricity से डालेंगे. इस वक़्त पैंतालीस हज़ार लगा हुआ है. पैंतीस हज़ार जिसमें से वन सकता है. वह आपके main grade में आए ही ना. So industry जो है ना वह major गज़लर होती है of energy उसको आप वैसे बाहर कर रहे हैं. उसके बाद आपने एक point के ऊपर यह भी लिखा आपने कहा कि जी हम जो है वह industry को सस्ता unit देंगे ताकि जो है वह competitive हो जाए global से. ठीक है? अब आपने IMF को भी खुश करना है. आप कह रहे हैं कि 20 to 30% हम बिजली का bill कैसे reduce करेंगे आप नहीं कर सकते. आपको यह बात मालूम है कि IMF जो है वह आपको मज़ी तभी कहेगा 10 to 12% बढ़ाओ उसको 10 to 15%. आपने circular debt ख़त्म करना है उसका. आप circular debt नहीं ख़त्म कर सकते इस वक़्त क्योंकि वहां आए दे हुए में पुराने जिसमें से काफ़ी सारे आपके government ने किए थे. तो आप the energy policy here is full of populism and stupidity. It's not just populism because you're talking about new आप क्यों नया solar लगा रहे हैं भाई? मुझे explain कर दें कि आप उस नए solar से क्या achieve कर लेंगे जब आपको मज़ीद capacity payment देनी पड़ेगी. आपकी इस वक्त economy के हालात ख़राब हैं. आप already जो है ना वह consumption जो है वह आपकी units की हो नहीं पा रही है. Which basically means कि until and unless आपका बंदा export करना शुरू करे जो कि उसको दो तीन चार साल लगेंगे to completely change their focus and create start exporting तो जो local consumption है वह तो बिल्कुल dead dead हो जाएगी क्योंकि buying power ही नहीं रहेगी जब आपकी major तनख्वाह जो है वह बिजली भी जाना शुरू हो जाएगी. मतलब वह आएं और आकर इसको इसको इसके अंदर घुसें. इसको समझें और फिर इसके ऊपर अपनी recommendations दें because अगर यह जो इस सामने आ रहा है अगर यह implement हुआ तो फिर यह वही होगा जो कि हमने पहले ही होते हुए देखा कि जी बिजली के बहुत सारे कारखाने तो लग गए लेकिन फिर उसके बाद वह capacity payments आसमान पर and so on and so forth. तो यह फिर अगले बीस साल फिर से हम ज़रूर हो जाएंगे. तो electricity policy जो generally not very, not very nice. दो तीन interesting points हैं. वह मैं आपको इसमें बता देता हूं. एक इन्होंने कहा कि जी legislate fuel consumption specification mandating a shift to hybrid technology by '25, complete EV adoption by 2040. जिसमें कह रहे by 2040, फ़ाक्षा में petrol वाली गाड़ियां बिकना बंद हो जाएगी और by 2035 सिर्फ hybrids बिकेंगी. Plus यह के energy जो है वह electric use होगी rather than कि वह directly petrol use हो रहा है. तो जो आपकी capacity है extra वह यहां पर इस्तेमाल होना शुरू हो जाएगी. So that was one good thing that I liked. फिर दूसरा उन्होंने कहा privatize discourse to improve service delivery efficiency and reduce losses. At least यह distribution पर privatization करेंगे और hopefully उससे जो inefficiencies हैं वह ख़त्म हो जाएंगी. अच्छा जी यह electricity की बात हो गई अब बात करते हैं energy की जो कि आपकी basically gas, oil उसके बारे में बात हो रही है. उसमें generally उन्होंने कहा कि जी Saudi Arabia का जो $10,000,000,000 की refinery है उसको हम implement करेंगे. TAPI को हम help करेंगे, implement करेंगे. हम जो है वह Pakistan की first global energy trading firm बनाएंगे PSO को support करने के लिए. हम जो है finalize and implement an aggressive policy for green hydrogen and green ammonia through the regime of carbon credits in order to offset carbon footprint associated with exploration and mining. Very ambitious. I don't know if Pakistan is ready for it. I don't know if the economy is ready for it but I liked reading it. मैं भी यहां पर थोड़ा सा बिग गया अच्छे अच्छे fancy words से. बड़ी अच्छी चीज़ है, progressive है, future proof है. अच्छा work देखकर कि आप कि इसके ऊपर research हुई भी और इसके बारे में. Direction है. बाकी generally बहुत extensive है बहुत सारे different different वह हैं. अच्छा है energy policy. Electricity policy didn't like that much. Energy policy I actually really liked. But कुछ ज़्यादा bureaucracy के बारे में ना कुछ major वह नहीं किया. अच्छा जी local government का यह कह रहे हैं कि हम local government को बहुत फ़ाल बनाएंगे. हम devolve करेंगे departments to local government primary health, schooling, education, family planning, sports, social welfare, transportation. Education में हम primary और secondary schools करें. High high school education और higher education जो है वह province के पास ही रहेगी. ठीक हो गया जी. उसके बाद फिर हम एक specialized service cadre बनाएंगे जो कि experts को I suppose induct करेगा. I am not sure और फिर हम जो है local government को empower करेंगे कि वह decision making कर सकें. अच्छा हम तमाम parallel bodies company and authorities including development authorities PHA form an integrated city wide district wide local government. अच्छा वह different different ना अभी होता ही था कि housing authority अलग थी तो यह अलग थी वह अलग थी जो कराची में जैसे हम सुनने को मिलता है कि यार कहीं मलीर cant है तो कहीं यह और हर किसी की ना एक दूसरे की jurisdiction होती है तो Establishing linkages between national, provincial, poverty alleviation initiatives with local government initiatives, institutions. पिराजी building a climate resilience. Party कह रही थी कि हम federal ministry से खत्म करेंगे government की फ़ालतू की खर्चें. PMLN अभी already दो federal ministries नई announce कर चुकी है. एक digital economy की और एक youth empowerment की. National youth laptop scheme. Sports endowment fund for youth sportsman. This this is good. Sports endowment fund would be nice. Green youth movement for national environmental conservation and awareness raising initiatives. Establish Pakistan's first sports university. That's good अगर कर लें जिसमें अगर my understanding इस case में sports ही सिखाया जाएगा. I'm not sure कि इस पर कौन जाएगा Pakistan में तो parents के लिए कहना कि यार बच्चा तू sportsman बनेगा तो यह किस किस्म की higher education है but I hope कि यह scholarship based quality के sportsman from all over Pakistan को उठाए और उनको बनाए. And it is a lot like there's there are ton of roads around here. I don't know if we have the money for it but sounds really nice or to be very honest infrastructure is always good. Just infrastructure is obviously not good but यह है कि coupled with everything else infrastructure does do good things for your economy and so it's good to see कि मतलब this is one of the most comprehensive plans जो सब है ना इसमें से और one of the most नहीं बल्कि the only one जिसमें exact दिए हैं उन्होंने कि हम क्या क्या क्या करेंगे? तो that's good. Safe city projects तमाम provincial capitals में डलेंगे, तमाम बड़े शहरों में जाएंगे. Technology integration होगी. हम जो है ML 1, ML 2, ML 3 को upgrade करेंगे. Railway में हम railway की construction across access to मानसेहरा देंगे. हम कुएटा और गवादा का rail link बनाएंगे through ML 4. हम जो है electrification कर लेंगे कराची to लोहौर तो यानी कि आप electric trains इस्तेमाल हो सकेंगी उस वाले network के ऊपर. कराची लोहौर इस्लाहाबाद airport की management को outsource कर देंगे. कोएटा और उस कर्दू airports को expand करेंगे. सक्कर Airport को international airport बनाएंगे. Coastal economic zone बनाएंगे जिससे FDI आएगा पोटकासे में. फिर shipping industry को फ़ायदा करेंगे और फिर उन्होंने कहा जी हम federal ministry for एक तीसरी federal ministry आ गई है. Transport for integrated so federal ministry of transport भी आ जाएगी एक That's the third federal ministry और उसके अंदर जो है इसी के साथ साथ वह national road transport authority बनाएंगे. जिसमें वह regulate करेगी तमाम आपकी roads. इसका क्या है? National highway authority है ना? तो वह road transport authority basically overall तमाम roads के लिए बना देंगे. ठीक हो गया जी. फिर आख़िर में हम आते हैं इनकी foreign policy के ऊपर.
